I think the reason why the website is not available right now is because they're probably in the process of making the changes they were talking about doing. Although I know nothing about the technology involved when it comes to websites, I think that if changes are being done, then they might block people from reaching the site in the interim. Maybe someone with a technical background could shed some light on this idea.
