It would be possible to provide global ISP service through a combination of copperwire/fiber optic T1,T2 and T3 switches and some sort of equivalent satellite based transmission service.
The satellite type relay switches would overcome the lack of the copperwire and fiber optic wiring in many countries.

The satellite based transmission systems require local ground stations that convert between cellphone and satellite transmission and reception currently but are less expensive and faster than wiring an entire country. The server based ISP is no problem for a company like DELL. Call it a cellphone/satellite back bone which can deliver the internet to remote and unwired countries.
