The simple answer to your question is that management chose to approach the problem in another manner, ie putting the onus on the DTC. The results will probably be the same with one exception: this way the shorts must buy themselves out at some time which will benefit the longs in price appreciation. This couldn't happen with a halt on trading as you suggest. The process may be longer, but just as effective IMHO.

Again, the repeated urging by the company for stockholders to register their shares as outlined on their website is certainly in the best interests of the investing public. That approach is also troublesome for the shorts since the pool of available stock continues to shrink as more shares are registered. I don't get your negative bias on this company on the grounds you outlined at all. Perhaps you're a bit obstinate toward the company but it appears to this investor that management is doing a good job of getting things straightened out.
