I think you may be a bit off track with the supposition that Wave is primarily aimed at micro-transactions. Micro-transactions happen to be one small, special case of Wave's capabilities.
Wave, among other things, provides secure, metered content distribution through a secure hardware/software-based system which, establishes a "trusted client" through a separate, system-within-a-system in or attache to the PC.
