Ken, thanks for that link, but the author of that article really should get out and see some of the world. Multi-dwelling unit or MDU schemes which distribute T1s and in some cases (in some of the loft areas of Silicon Alley in Downtwon NY and in the Flatiron District, for example) T3s to tenants, as well. Granted, the latter is rarer that the T1 delivery, and at best, a form of ostentation and self-indulgence which probably gets them little in return beyond a couple of Mb/s when all is said and done upstream, but they exist, nonetheless.
Then there are the growing numbers of MDU apartment buildings which are receiving localized DSL, too, which terminate in an on site DSLAM, and get backhauled to the CO via fiber. Not too different, in fact, than an application discussed two years ago here in this thread with Dr. Loop, himself, George Hawley. FWIW.
Here's an interesting twist: In NY City, RCN is now selling DSL services to its cable TV customers, reselling twisted pair services in MDUs as a separate means of delivering Internet access from their cable facilities. They also resell ILEC voice. Hmm.
