SKY STATION COMPLETES CONCEPTUAL DESIGN REVIEW
FOR STRATOSPHERIC PLATFORM

WASHINGTON, D.C. – June 28, 1999 – Sky Station International, Inc. ("Sky
Station"), an emerging provider of low-cost broadband Internet capacity via
stratospheric platforms announced today the completion of the Platform
Conceptual Design Review by Airship Technologies Services, Limited.
Airship Technologies is the world's leading design and manufacturing
company in the field of advanced technology airships, with a team who span
27 years of airship experience in international airship programs.

"We are pleased to be a participant on the Sky Station global industrial
team," said Sir John Walker, Chairman of Airship Technologies. "The Sky
Station Platform represents a highly sophisticated and complex platform
and we have a unique 100% record in carrying out our major technical
airship development programs to successful conclusion."

Alexander P. Haig, President of Sky Station, commented that "Airship
Technologies has confirmed the conceptual design of the newest system
intended for the delivery of a wide range of telecommunications services.
Their experience in this technology enabled Airship Technologies to
complete the study under budget and ahead of schedule. Sky Station will
now proceed to the next stages of its development program to deploy its
system by year 2002."

Sky Station is developing a technology that represents one of the most
significant innovations since the satellite. With Sky Station's unique
Stratospheric Telecommunication Service, a system of lighter-than-air
platforms will be maintained in geostationary positions over metropolitan
areas using advanced proprietary technologies. Worldwide regulatory
approval for the use of stratospheric platforms was granted by the
International Telecommunications Union in November 1997 and by the U.S.
Federal Communications Commission earlier that year.
