It's not that the defense has improved.

Defenses are much more complex than they were in the '80s. Teams are able to double-team the low post and still rotate out to the shooters. That did not happen before this decade. Teams are simply more committed to defense than they were in the '80s.

Why are free-throw % so low if it's defense?

Because pure shooters who can't defend are no longer given playing time by NBA coaches. Everybody drafts athletes who can defend. If they shoot a bit worse, so be it.
