Regarding Open Access, doesn't that mean that AOL and other ISPs should be fighting for DSL lines from PacBell and other high speed alternatives? Even though PacBell and other companies spent millions on installing DSL, should any 'ol ISP be able to use those lines? In terms of cable modems, AT&T spent billions on their cable rollout.
