I am searching far, far back. It may have been Shay's Rebellion,but it was certainly Jefferson. It has stuck
in my memory all these years because it is so unexpected.

Now this is only an approximation...

an occasional rebellion is fertilizer for the tree of
democracy.

Because of the elevated intellectual standards on this
thread I tried checking Bartlett's Quotations and doing
a search on both the Shay's and the Whiskey rebellions
but with no luck
