Very simple. Criminal charges are brought by government, (ex. People v Smith or United States v. Smith) and may result in fines, loss of license, imprisonment, etcetera. Civil suits are usually brought by private individuals or companies for damages or injunctive relief (Jones v. Smith or The Jones Company v. Smith). Examples are personal injury. damages for breach of contract, or an order to do or not do something. RICOH violation is interesting, in that prosecution of criminal charges may be brought under it by the government or an individual or private company may use it to seek civil remedies, such as damages or injunctive relief. Have personally filed a private RICOH against a dealer/broker.
