Genentech spun off VaxGen for a variety of complex reasons. First, Genentech seems to have decided that it did not want to be a vaccine company. There is more to this than meets the eye and it appears to have a lot to do with the politics of AIDS, but it is irrelevant now.

Second, the NIH refused to grant money to Genentech to assist in the Phase III trials. More politics? Probably. However, since VaxGen spun away from Genentech, the NIH has reversed it stance (go to the NIH web-site and look for the NIAID press release last August backing VaxGen)and it's head physician, Anthony Fauci has publicly "apologized" in a way, by offering to actually collaborate with VaxGen in the Phase III trials. By the way, the CDC is also helping with the trials.

Volunteer sign-up is ahead-of-schedule, despite what you may have read, and should be completed soon.

Don Francis is indeed one of the volunteers -- and why not? There is no risk. The vaccine absolutely can not induce AIDS and the Phase I and II trials showed no significant toxicity to the injections. It is safer than aspirin.
