A shelf registration is when a company identifies a release of
the company's debt securities, common stock, debt warrants, and common
stock warrants any of which may be offered by the company from time to
time at prices and on terms to be determined at the time of any such
offering. The company will use the proceeds from any such offerings for general corporate purposes, including the repayment of long-term or short-term borrowings or as stated in a supplement or supplements to the prospectus contained in the registration statement.

Sometimes the market will think this is okay, sometimes not. Actually it usually at first isseen as dilutive to shareholder value, but my personal opinion is that it can be a good move if the company looks to be around forr a long time.
