Agreed, jurisdiction is established if one of the parties resides in the Federal District. Venue is proper if there is a federal question involved or a diversity of citizenship between the states. I don't know if anyone has been served or not but in my opinion, someone must have been served (at least one person) otherwise it might be improper to release the contents of the lawsuit by the plaintiff or to publish it publically until service has been made.

Hard to tell from here in Texas. I might print a copy of it from R.B. and contact the clerk and ask if service has been made and wen answers are due.
