Chris, see the second paragraph where it says: "I'm serious." Well, I AM SERIOUS. Everybody knows WHAT the problem is but no one can agree on WHAT should be done about it. One of the problems is taxpayer reluctance to pay for jail time for wife beaters. Another problem is the wife applies for welfare while her husband is in jail. That really pisses off the taxpayers.
