Just as in all things, the border is a problem that won't go away. By and large the people coming out of Mexico are doing so to have a chance at a better life. For a lot of them, even that better life WE would not recognize, because theirs is SO bad, anything is better, even migrant farm labor looks better to them. And along with that you get bad that come in with the good. All the border patrol can do is catch a few of them and return them to the border(where they will cross again later in the day).
