** OT ** National guard and Y2K

The National Guards of all 50 states are prepping for Y2K contingency which includes backup communications between governors and State Police, armed riot control squads, and emergency water and ration distribution.

Bill,

In your opinion, how much of this is realistic planning and how much is budget justification?

Also, your message makes it sound like they are anticipating widespread civil disorder, not just a lack of services. Is that true?

Don't get me wrong; I'll be grateful that for their foresight if any of these problems do come to pass.
