From what I have seen, there are several reasons some of them stay on the reservation. Some stay to preserve the traditions and culture of their tribe and do not want to assimilate in any way. Some are afraid of the "outside" an feel they have the protection if isolation. In the saddest cases, some stay so drunk they just don't care where they are.

Some reservations no longer have the hard life. The Mescalero Apaches in east-central NM are making a fortune with Cloudcroft ski resort and Inn of the Mountain gods. The Navaho have uranium deposits and the transcontinental pipe line runs through their land and pays a fee but, a few have taken power and the funds are not well distributed. The Paiutes, Washoe, and Southern Shoshone in Nevada are not allowed to have casinos of their own but many have gainful employment in the existing ones. There's just a few casinos in Nevada you know.
