One can build cellular data networks based on the W-OFDM technology. License exempt bands like the 2.4GHz band is not appropriate for such a service. This is because the network would be costly to build and without owning the bands, interferers can make the service less useful. I believe that the licensed PCS bands are a better candidate. Today, PCS phones are good use of the band; however, over time, data networks may represent better use. Hatim
