The only systemic way to reduce Government is to federalize. Federalism [the opposite] does nothing.
Ultimately, size and purpose of government is decided by each individual, and perhaps his representative. But our system allows for one way to take a government function out of play. To declare it against the Constitution. This is done either by the Federal Courts, or by the Federal Congress initiating an Amendment.

There is another, but less effective, way to have the system move itself to less government. That is to Federalize laws. The Federal laws are held supreme to the States' laws. Therefore, by reducing the IX & X amendments, regarding state power, [note not regarding individual powers] the government of the states over the people is reduced. The supreme federal law is directly limited by the Constitution, so moving the function off the table is one step closer. Additionally, expanding federal power is seen by more, in more detail, than what happens in a state house. The power of the people to weigh against the measure is enhanced. The trouble seems to be the people are less interested in reducing government than in using it as a tool.
