Hi Sonki:

It was proposed by Archer (a republican) on the Senate Ways and Means committee. Its way to early in the political game to see where this will end up. There will be plenty of posturing and compromises (plus plenty of lobbying by "special interests") before we see what a final package looks like. Clinton and democrats will point out this only benefits the rich (remember 95% of the population makes less than $100k and their votes count towards the politicians re elections).

Just some ramblings. Wait until October to see whats developing but I would not bet on a capital gains reductions.
