PiMac,
What are you advocating, Statism or Socialism? A stronger Federal Government at the expense of states rights is not what we need. The continued concentration of power in DC due to people wanting more and more from the Feds is the problem we are facing now.

To start, I would be in favor of severely limiting the Executive Orders of Presidents. Clinton has made a mockery of this practice by continually usurping the power of congress by issuing EOs. He has issued more EOs than any President in history. Many of these serve to establish greater power in the central government.

Decentralizing the power accumulated in the hands of the DC politicians would leave the citizenry with more control over their own destiny. Also, a reduction in the size of government would require a reduction in taxation. Too much of the collected tax is used to support the bureaucracy with less and less being returned in the form of benefits (tangible or intangible) and services.
