e.spire Opens New York Office, Offers Integrated Communications Across New York City to Westchester and Long Island
Five-Ring, 182-Mile New York Metropolitan Network Serves Largest e.spire Market

ANNAPOLIS JUNCTION, Md., July 8 /PRNewswire/ -- e.spire Communications, Inc. (Nasdaq: ESPI - news) today announced that it has opened its New York City office and has launched competitive telecommunications services in this multi- billion dollar Tier 1 market.

With completion of the network, e.spire is positioned to become a major telecommunications player in New York. e.spire's targeted customers located in the new service areas will be able to purchase competitively-priced integrated communications solutions that combine high-speed data, any-speed Internet with local and long distance voice services from one service provider.

''The launch of our New York operations, with extensive coverage across the metropolitan area, gives us a sizeable presence in one of the largest markets in the world,'' said e.spire Chairman and Chief Executive Officer Anthony J. Pompliano. ''We will offer businesses in metropolitan New York City almost all wireline telecom products over one network, and they will benefit from the convenience of receiving one bill and interfacing with one account representative.''

The 182-mile New York network includes five rings: three in Manhattan, one encompassing the Bronx and White Plains in Westchester County and one through Brooklyn and Queens to Nassau County, Long Island (Western Long Island). The network serves these key business communities throughout the New York metro area with state-of-the-art communications technologies, including broadband connectivity over fiber-optic cabling, a Lucent 5ESS-2000 digital voice switch (scheduled to be operational in the third quarter), a Newbridge MainStreetXpress 36170 ATM switch and a carrier-grade Cisco router.

James Martino, e.spire Senior Vice President and General Manager, responsible for sales and operations for the New York area, has assembled a complete team to serve customers there. The location of the sales office is 75 Broad Street, Third Floor, New York, NY 10007; and the phone number is 212.269.3805.

The launch of the New York network marks delivery of e.spire's most northeastern local area network and furthers its plan, announced last August, to provide next generation solutions via a 650-route mile regional network spanning from New York to Northern Virginia. e.spire's network is comprised of a 194-mile stretch of long-haul fiber connecting e.spire's 182-mile New York network, 124-mile Baltimore network (launched in December 1997) and the Baltimore/Washington corridor. e.spire is currently completing networks in Philadelphia (12 route miles) and Washington, DC/Northern Virginia (seven rings and 140 route miles).

When the entire regional network is completed, as scheduled, within the next 60 days, this will be one of the most extensive local and long-haul networks with high-speed, multi-protocol access in the northeast corridor. It will cover the four major metropolitan areas of New York, Philadelphia, Baltimore and Washington/Northern Virginia and include four local area fiber- optic networks, four Lucent voice and four Newbridge ATM switches and 12 colocations.

e.spire also operates local fiber optic networks in 35 metropolitan markets in addition to New York, including: Albuquerque, NM; Amarillo, TX; Atlanta, GA; Austin, TX; Baltimore, MD; Baton Rouge, LA; Birmingham, AL; Charleston, SC; Chattanooga, TN; Colorado Springs, CO; Columbia, SC; Columbus, GA; Corpus Christie, TX; Dallas, TX; El Paso, TX; Fort Worth, TX; Fort Lauderdale/Miami, FL; Greenville, SC; Irving, TX; Jackson, MS; Jacksonville, FL; Kansas City, MO; Las Vegas, NV; Lexington, KY; Little Rock, AK; Louisville, KY; Mobile, AL; Montgomery, AL; New Orleans, LA; San Antonio, TX; Shreveport, LA; Spartanburg, SC; Tampa, FL; Tuscon, AR; and Tulsa, OK. The networks in Philadelphia and Washington, DC/Northern Virginia are scheduled to be completed within the next 60 days.
