It is a condition of ANSI that livcencing is
reasonable & non-discriminatory. There are precedents for what
this might mean (eg V.34, ISDN, HDSL), so people do have good
ideas on "reasonable".

V.34 is a good example: although Motorola Codex own many of the
patents, it is Rockwell et al who make the ICs, and a different
group again who make the modems (US Robotics et al)

If people try to charge too much, then:
a) it is no longer "reasonable"
b) it becomes worthwhile to develop new (non patented) technology
c) demand goes down (and CAP suceeds ?)
