I haven't a clue. I look at it as future development; Charter is well-established in its major markets, i.e. Los Angeles and St. Louis. Upgrades are occurring as we speak (I received a notice in the mail yesterday warning of neighborhood construction within 3 weeks). My cable modem will be upgraded, with no need for a phone line, sooner than what the sales staff claim (according to the installers.) At least they are trying to do things right.
