I think you're got cause and effect backwards. They live badly because they've got no investment in society. And I have lived among the so-called underclass. I lived in the St. Thomas housing project in New Orleans for about four years. I witnessed, with keen observation, the difference between people who kept their homes and families clean and neat, and those who didn't. I even walked past a dead guy on my way to school one morning, he had been killed in a bar-room brawl and was covered by a sheet while the police talked to witnesses.

These days, even the police are afraid to go into the St. Thomas housing project.
