But that is not always the case- society can break down- because of economic factors that were not "caused" by the group that is affected. Those people well be stressed economically. When people are stressed many react badly- not all- but many.

And I would argue that housing projects are artificial and unsustainable units. It does not make sense to put that many marginal people together and expect them to suceed. FOr whatever reason they have not succeeded up to the point when they are crammed together in a project- why concentrating them should make anyone think they will be able to improve is beyond me.
