It implies no such thing! They never said they are negotiating with a major, they never even said their "intent" involves a major. I can intend to win the lottery, but that in no way implies I'm in a negotiation with The Lottery about them selling me a winning ticket. Interestingly enough, this ties in rather neatly with the "names not to be disclosed" section of the PR. If you want to do some DD, call Barrik or Placer or whoever and ask them about it. :-)
