As for TAVA management, they must be following these Ferengi Rules of Acquisition:

# 19 -- Satisfaction is not guaranteed.
# 25 -- There is always a way out.
# 52 -- Never ask when you can take.
# 73 -- If it gets you profit, sell your own mother (netquisition)
#181 -- Not even dishonesty can tarnish the shine of profit (rules book)
#219 -- Possession is 11/10 of the law.
#256 -- Accountants don't play the game, they only keep the score.
