Mike, Are you saying that if you were Jack Armstrong (AT&T CEO), you would go ahead and risk your companies/shareholder's future, spend $2 Billion/year, upgrade all cable systems to HFC (voice, video, data), and then be willing to share it with anyone the government mandates you to.
