Anyone know of this DSL limitation?

(Note: I am more that 16K feet from a PacBell office -- DSL not available)

Dear Mr. Bennett,

I'm the Pacific Bell engineer for the your area of San Jose and I have just
received a message from the business office asking me to answer your
question about your situation of being outside our rt zone for ADSL service.
>From what I understand, your question is this: When will Pacific Bell be
extending the loop length of ADSL service to include our customers that live
outside the rt zone 17 (i.e. you, who is located in rt zone 18)?

Well, unfortunately we are only just beginning to work on extending our loop
length for the ADSL service and don't see us being able to extend the
service for at least a year or two. We are only in the planning stages and
are trying to figure out what would be the best ways to extend the loop
length with the current equipment available to us as mandated by the
California Public Utilities Commission. I apologize if this poses an
inconvenience to you and hope that we can get the ADSL service available to
your home as soon as possible.
