I think that's just it - no one wants to do anything that would burst the bubble. No one wants to be remembered in the history books as the person who crashed the longest running bull market party. So they're all just hoping that if they don't do anything drastic, nothing bad will happen. So rather than to slowly deflate the market, they would rather that the market crashed hard all by itself. The irony is that they would still get the blame for not taking sufficient preventive action to avert a crash.
