You are right about the $ 20.

Here is some good news! The Investor's monthly for July 1999 put out by S&P has ranked STAR 5 stars - for fair value and 3 stars for S&P ranking - and inducted STAR into the Platinum Portfolio.
STAR's fair value is $ 21.5 - it will eventually get there in a year or two.

S&P fair value model is a quantitative model that seeks to identify undervalued stocks. Their calculation is based on fundamentals such a stock's profit growth potential, price to book value, return on equity, and dividend yield relative to that of the S&P 500 index. Group 5 (includes STAR) is the highest and contains stocks considered the most undervalued.
