if there is demand but no one is willing to sell say below 10$ the ask will become 10$. The MM has an inventory but will pull up the price if he sees continous demand he has to satisfy but no offers from current shareholders. This is how the markets work. If the price goes up more people are tempted to sell. If the perspective changes (people are convinced the stock is worth more eg) the equilibrium also changes.
