Neither AMTD nor EGRP are trading near the earning multiples you mentioned. AMTD's 2000 P/E is 197 vs EGRP's 2000 P/E of 194, these numbers based on IBES consensus estimates. EGRP has, however, a superior expected growth rate among the Internet brokers in both sales and expected earnings. That itself is the big plus of EGRP.
