Sorry for answering your post so late but I just got in.

I believe Canada has mandated open access but it is far from happening because the technology to do this date is not available in Canada or for that matter any where in the world, but it is being worked on.

The Canadian government has also asked the cable companies to provide a theoretical formula, that in the event the technology becomes available, what would the cable companies charge, taking into account all of their costs and a fair return on their investment.

Re.Canada: The major cable companies at this time are NOT technologically, able to provide Open Access. There is I believe, a very small cable Co in Northern Ontario, serving a small population that does provide open access but like the GTE/AOL Florida adventure it is not a practical solution. At present no where in the world does the technology exist to provide open access on a national bases as is being envisioned. This is not to say that this new technology wont be developed. However, even were it here today it would take years to deploy. The question is who would deploy it without a guarantee of a reasonable return on investment

Regarding my post 3456 I hope that others feel as I do, some what relaxed with the knowledge that universal open access is not imminent and if a isp wants in; he pays and his payment is a reflection of the cable companies investment. I believe ATHM is in the drivers seat for a few years yet to come.
