FRO looks like a very good buy at these prices. The NYNEX merger appears to be going through(not with FRO unfortunately) so this makes FRO a less likely merger partner at this time. This is probably the reason for the drop (People speculating on the takeover of FRO left).
But fundamentals should improve, the dividend is a positive, and they do have a big customer base which could put them in play as a takeover candidate.
