That link isn't anything, its just a book this former spy wrote. I just mentioned him because I heard him reiterate the opinion that the people I know have about the Cox report, on a public radio program. The national labs during the Bush administration proposed setting up equivalent research depts to ward off foreign spies. The dept of energy denied the request then, for budgetary reasons. Then here comes this Cox report as if this has never been discussed at a management level, which of course everybody in the know knows is not true. Its purely political and really has nothing to do with this administration. Since Clinton came in office, the labs have been downsizing - dramatically.
