My point is these "leads" are not new. Apparently there is only one surefire way to deter espionage and that is to set up equivalent depts where one product is defective and the other one works. The other approach to detering espionage... which is, follow the trail to the host country... doesn't work. Thats what the cox report is all about. Somebody finds some computer data collection or whatever at Los Alamos. This leads to somebody's email in China. Big deal! What are they supposed to do with that? There is nothing they can do except go on some witch hunt and expend a whole bunch of resources to no end. The prospect of spy-catching like this actually gives away more secrets than not doing it, so why do it? This stuff has been going on for decades... the gov't doesn't want to expend the $$ to really solve the problem (because they believe there is no problem no doubt, and there probably isn't one)... all this wasted time finger pointing is truly tiresome.
