These are the necessary time-fillers that prevent the employees from getting whip-sawed by short term fluctuations in management direction.
An employee should only respond to true breakouts when it is clear that a given project will survive until the next quarterly meeting and has some possibility of actually affecting their performance review. -g-

You can't check out at Borders and CompUSA because the free-roaming employees can always look busy while avoiding the registers.
