Interestingly, the Stalinists used to accuse Trotskyists of "social fascism", whatever that meant. Fascism, in any event, is a nationalist ideology developed by Mussolini, incorporating quasi- socialist elements, with the government acting as the mediator among classes, and providing extensive social services. Hitler was directly inspired by Mussolini, and many people saw fascism as a "third way" between capitalism and communism, before the Axis became so aggressive in the later '30s. Many people that we call fascist, such as Franco, were more traditional dictators...
