Companies don't always issue press releases after shareholders' meetings. It's fairly routine for a company to increase their number of shares authorized to leave room for secondary offerings, stock splits and so on.

The problem I see with TSIG is the overhanging supply. When that's absorbed, if the company can achieve a combination of good product and PR at the right time, the stock could move significantly higher.
