How do you explain the fact that the amount of T-bills owns by foreign central banks has not increase for more than 9-months and that at the same time interest rates went up?

Did Clinton say: "We gonna pay our debt ?" This means that the US will buyback its T-bills....bringing back home a lot of the $US now abroad.

Remember.. of the current $5.6 trillions of debt the US currently has, more than half is owned by foreigners. WHat is becoming clear now is that foreigners are saying we don't want to hold more of these "I owe you" and in fact, they want to hold less over time.
