yup- so the timing of the IPO is important.
But it doesn't have to be momentum in tech stocks, I suppose they can tie it to momentum in nikkei futures, decline in the euro, etc. It has to look superficially plausible or they'd go to jail.
I could probably reverse-engineer these things given enough data but it would be impossible to prove who is responsible.
