A lessor charge for espionage
From NEALZ NUZE

Now it appears Wen Ho Lee is going to be prosecuted for computer crimes

instead of espionage. Espionage carries a life imprisonment sentence; computer crimes carry a lesser penalty. The reason? Clinton administration officials claim that the FBI mishandled the investigation early on, making it less likely that Lee would be successfully prosecuted for espionage. Some Department of Justice officials fear they'll be singled out for prosecuting Lee because he's Chinese.

Now --- the REAL reason? Fully prosecuting Wen Ho Lee for his espionage activities creates a possibility would mean that concise evidence would have to be introduced as to who did just what and when they did it. This would illustrate the fact that the bulk of this espionage occurred under Bill Clinton and was enabled by the lax security policies of Clinton and his appointees. The goal? Get this man through the justice system as fast as they can before Clinton is harmed any more than he already is.
