No, congestion is something you have to live with unless you want to pay significantly more than 100 bucks a month.

There is no content on the web at this moment that requires speed faster than 1.5 megabits. If I were running a server and needed to supply content to thousands of customers, I would of course be willing to pay for a faster (or more reliable) line.

80-100kbytes a second is plenty fast, considering i started out with a 300 baud acoustic coupler modem. When broadcast quality video appears on the web, I'll move to a faster line.
