Sometimes Windows grabs a file. When Windows has the file, you cannot access it. Solution: In DOS mode, use the ERASE command.

Better yet, in DOS mode, RENAME the file. After you're certain you won't need it and your system runs OK, you can erase it. Usually, stuff in \temp can be deleted without problems.
