The condemnation is indeed included in the OT, but unlike many of the proscriptions listed in the OT, the proscription against homosexuality is almost word for word transferred from the OT to the NT. Homosexuality is most certainly condemned by the Scriptures. By Jesus' day homosexuality was rampant amongst the pagan leadership. By no means did Jesus have to mention homosexuality specifically for the same reason He did not have to mention bestiality. It was roundly acknowledged by the remarkably family oriented traditional Jewish people, as an utter abomination.
