I believe they must repay a shareholder loan back to the key principal for about $150K. I'd imagine you can look at their statement on SEDAR to verify this.

The fact that the key principal is funding the program and lending money to the company tells me that something is going to happen that pushes the stock price higher. I don't think its common practice for insiders to give shareholder loans to penny dreadfuls unless they know they will get it back. I know I wouldn't do a loan when I could do a PP and get shares for the money I've invested.
