Somehow, you keep wanting to drag this argument as a NN vs CSCO one.
Having answered your questions I hope let me ask you: can you tell me specifically when is CSCO going to start selling their first carrier-class ATM switch? what is it called? what are it's characteristics? etc.

And yet people continue to buy NN because they know that ATM is where the internet backbone is moving to and NN has the best.

There's no polite way to answer this one. You're wrong. The back-bone of the internet at one time was built using ATM OC-3 links. Now, OC-48 Packet over Sonet is used to carry Internet traffic and ATM is moving out to the edge. These POSIP routers will be replaced by Terabit routers carrying IP over DWDM in the near future. Companies with such products include CSCO , Juniper, Avicci, Lucent (via their Nexabit acquisition) and IronBridge (the NN affiliate) to name a few.

That's why JNPR has a greater market cap than NN today. And that's why wall street gives CSCO a market cap that's about 40X NN's.

Anyway, I really didn't want to get dragged into this rat-hole. If you like the company and you've done your DD and you're happy investing your cash in NN, God bless you. And I really hope it works for you.
