Who knows?

Apparently the MM cannot open the stock until NASD gives him the final green light. CBAY is waiting for that now. The company is not allowed to even discuss this with NASD, since it is not a matter between the company and NASD, but between NASD and the MM. The SEC has already approved the stock for trading, effective 7/7, and that's why everyone, including Scott, I assume, thought it would trade that day.

The new rules referred to require all companies seeking a listing on the OTCBB to follow the same reporting procedures and requirements as companies seeking a listing on the NASDAQ NMS. The difference is only is the size of the stock offering, the market cap of the company, etc.

NASD is probably backlogged and working on these things as they can.

We get to wait and, for what it's worth, I really doubt that it will be much longer now.
